Omar was a good mobiliser. He worked for an international agency as the community participation organizer. The community where he was sent wanted a school, and he encouraged and guided them to obtain the materials, make the plans and follow them through.

When the school was built, they had a big ceremony, with invited VIP governmental officials, the press, and senior representatives of the agency. Then his employer sent him to another part of the country. “But they have built up confidence along with the school,” Omar said. “They are now ready to tackle a clean water supply.”

Omar could not follow through because his employer had sent hem too far away. His manager did not know that mobilization is a cycle that should be repeated until it can carry on itself. The community did not build a clean water supply.
